It is January of 1916, in rural Angola.
Further up the tracks in the 1st pic is where a genet and a mongoose had gotten across the tracks before a train came by back in December.

I understand one of the big problems that railroads have in Africa is termites.  They eat the sleepers almost as fast as they can lay them.

Is this based on a actual railroad?

Yes it is. The CFB from Huambo to the Atlantic coastal City of Lobito, before it was later extended further east into what was then Zaire.
It was laid by the Portuguese during their occupation of the country.
