I think it'd be less likely than if Nightmare Moon simply went into hiding, with Luna knowing that she was somewhere in the world, and could be found if she simply devoted enough time and effort to searching her out. With her being back on the moon, Luna can't get to her, and has little recourse but to eventually move on from her loss, and find others. Nightmare Moon leaving is more or less her effort at forcing Luna to actually grow up like Celestia has.
