Either Sonic because he was home early or Rouge as she would like to tease him or Sally as she might think it's really hot to see Tails this way and she has her fun with him. Well, those were some examples.

Sonic's a plausible guess. Rouge is a bit more out there. Sally has zero chance of ever showing up in anything I draw though.
