Depends on whether you charge by the word, paragraph, or page. My suggestion, charge $5-$10 per paragraph, depending on how great the wordsmithing your customers want the project.

The way I do story commissions, based on what the customer is after, I give said customer an estimate. If the customer will accept it, I start a draft, and then I tally up the total, I usually have the customer pay for the draft, so he/she can revise and proof it, however the customer would do their stories?

That said, if you want to start commissioning stories, why not commission drafts/abstracts? That way, when the customer decides to expand on the story and revise it, it will be worth it in the end. This kind of writing commission I plan to do, is known as creative consultation. They'll pay you to help add and refine details to their ideas. You can charge them a flat fee to go over their abstracts and provide them ideas to plots and maybe ways to describe settings and characters.
