For those who aren't aware, Watmel City is an area that acts like a massive tourist destination on account of all the hyper-... I mean... "High Level" pokemorphs. Something about Rare Candy in the water supply, though no one's able/willing to prove it.
Point is I wanna build on it more, and I'm looking for ideas. It could be world building, it could be actual characters, but I'm tickled enough by the concept that I don't mind having another couple of goes at it.
A city would need at least a school and a college. An university would help as well if the city can support it.
And then you need at least one local radio and one local TV station.
Cities need roads and often trains to get people in and out,and they may even have an airport if the city is important enough and has enough people to support one (most major cities can usually support one or two airports. London currently supports between four to six airports, depending on how you count them).
Apart from the... proportions of the locals, you should try to figure out what else would attract tourists. A theme park, a lot of museums or even a nice sunny coast would all do nicely.
And there's the big one: the Watmel City Water Treatment Plant. Rumours persist among local conspiracy theorists about Rare Candy being put into the water there. Whatever's keeping people who work there from talking about it, it must be very effective.

Obviously my mind automatically goes to a red light district, or at least a place where you could find some nice strip shows. If that's too racy, there's always the usual Hooters-style restaurant where all the waitresses wear skimpy attire. Or if it's near water, beach resort destinations where everyone can show off their fun bikinis they got from Largesse.
Basically, what I'm saying is that more places to show off more skin would be great. XD
Also, I absolutely adore that idea of chemicals in the water making people hyper. Makes me think of some fun scenario where one of the residents invites an out-of-town friend over for an extended visit, and then when said friend returns home, their family is quite shocked by how much she's...matured since they last saw her. Looks like her sister won't be making any more jokes about her being flat-chested. ;)
