That is true, but without the action the thought is a waste of energy. What I'm saying is someone who tries using "It's the thought that counts" after the fact is, in fact, lying. Intending to so something is worthless if there's no action to enable the intention.

I think that saying is more used for when someone has already tried to do something, but it's fallen through. Like when someone gets another person flowers but the flower company messes up; It's the thought that counts. Or if you get someone a giftcard to a place you think they'd like but they actually dislike that place (but never told you); It's the thought that counts. The actions failed, so all that is left is the good natured thought behind the action. At least that's how I always understood it.
