Some do... depending on whether the parents are the kind who cave-in to the cub's demands, or the kind of parents who would correct the cub for throwing tantrums.
How I'd deal with that is give the cub a spanking. Then after getting home, take away the toys the cub does have for 24 hours. Once the cub gets the toys back the next day, the cub would be thankful for the toys he or she already has.
