Not quite. It's more that Blender is treated the same as any other piece of software rendering a model.
Consider a photograph of a fursuit. We don't allow general photography of random fursuits. It has to be your own fursuit, and the goal has to be showing off the features of the fursuit, rather than putting it with other fursuits and props in a scene.
Likewise for renders. The model is the bit that needs to be your own art, not the render.
