Some security software has historically taken issue with R2 and blacklisted the r2.dev domain. You may be able to whitelist [https://] pub-16c6424201e54b4eb064a78a5ea6d971.r2.dev in your software if the links above fail to work for you - or contact them or your network administrator if relevant.
Alternative it may just have failed to load temporarily and will come back with a forced refresh, like Ctrl-F5 or Ctrl-R on Windows.

Very likely it is some blocking software or firewall intercepting the request and trying to serve a response that is interpreted as an SSL connection header, which of course does not work as it is an incorrect protocol.
