Lots of things aren't allowed by Picarto's ToS. They tightened it a year or two ago and many artists I follow moved to Piczel, but when it looked like Picarto don't actually enforce the rules most of them came back. Or moved on to Pomf just to be safe, but right now Pomf is having problems finding a server that they can stay on.
Just put in the channel description "All characters are 18+ short people" and you're good to go.

Well, according what i've read on picarto and piczel - there is only limit on underage chars. Seems like gore is allowed on both. Honestly i haven't planned to draw underage chars on streams anyway(or at least will have "all chars are over 18"-plate on my channel lol)>w<

Since you bring it up -- the owner of Piczel is on record as saying that the 18+ notice is good enough, they won't check what people actually draw. (I've seen them in cub streams, actually). Picarto is commercial, they can decide to enforce or make an example of somebody if they get too visible. But if your followers are on IB primarily, losing a Picarto account is not that big of a risk.
