Facerig has been recommended. And I own it. But I don't think it would suit me so well for this particular thing. I might check it out down the road, but Animate CC supports phoneme recognition, so it should work out for me.

That's a bit misleading... The majority of that 2 hours was spent setting up all the assets in Animate so I could easily swap them out as I needed. Now that everything is in place, it shouldn't take me nearly as long to do a full animation. The only real slowdowns are going to be the lip syncing, the character movements (not ACTUAL movements, rather head tilt, arm gesture, expressions), and drawing the in-between pics (which will be B/W at the start).
