(YES, it's "only" a bill to reinforce an existing law. YES, it's "only" St Petersburg. NO, I don't have every fact about this. But in practice a bill like this assumes - among other things - that kids can't be gay /bi /transgender and needing access to positive images of it.)

I'm going to make a shout on something very important happening right now: "In 48 hours, political leaders in Russia will vote on a law that makes speaking out as a gay, lesbian or trans person ILLEGAL. Holy cow, yeah. That's tyranny of the first order. Not to invoke Argumentum ad Hitlerum, but that's Fascism. Literally. There is of course the added repercussion, that people are still going to be bi or gay, regardless of whether or not they have any positive influences. Which means, if they are suddenly assailed by gangs of misanthropic gay street thugs I'm going to laugh at their stupidity.
