The answers are a) we're a site for furry art, not human porn by furries, and b) humans ("people") get special treatment in many laws, and we don't want the hassle of having to deal with all of them. Children are the most obvious problem (Jury: "how old is this fictional character?") but there's also bestiality, identifiable people / personality rights, etc.
b) is more important, because we don't want to risk our members (or us!) going to jail; but a) is kinda important too because we have limited resources - both staff time and server space/bandwidth. We want to spend them on what we care about most, i.e. furry, not deciding how old human Twilight is.
These are both reasons why we don't host photos, except photos of art made by/for you.
