This is blacklight, she's an OC X-man youth commission for an RPG gamer.
Her powers include flight (cannot stop flying, and hovers at no lower than 3 inches from the ground) and plasma blasts from her hands.

She was rendered in a comic book style to match the theme (Xmen, Super powers, etc). She hails from N'Orleans, loves the occult, and since she never walks anywhere, always wears ridiculously high heels.
