That would be the same as calling all animation done in Japan "anime". Fact is, a number of western produced programs, had been animated in Japan, (e.g., Batman: The Animated Series having some episodes produced by TMS Entertainment), but are not anime. And even some Japanese animation done in western style (e.g., Panty and Stocking with Garterbelt done to mimic The Powerpuff Girls), but are still considered "anime".
Paradoxically, there has been western produced programs done specifically in the "anime" style, some even as far as to have been animated by Japanese animation studios like Studio 4°C, among others. And yet, they are still not considered anime for the sole fact that the executive producers where not Japanese.
Once you realize Japanese studios can vary widely in styles just as western ones, calling all Japanese animation "anime" seems less appropriate, and that it should be more considered a style of its own rather than a label of where the animation was produced.
