Ratigan has finally defeated his greatest enemy, Basil, and in this instance, has eaten him. And as is usually the case, he ate him without any clothes on, except his socks because socked mousie feet are hot. And so are their empty shoes which serve as reminders of their dearly departed owner(s). So the Professor has collected Basil's spatted footwear, his tie, his magnifying glass and pipe and arranged them neatly on a shelf in his hideout as a shrine to his former foe and one-time meal.
