I always though the idea of Penny taking up the role as the new Gadget when she's older and Gadget himself being retired would be the way to go for a new Inspector Gadget series.
It would be more action and spy oriented with the occasional glimpse at what Gadget is doing during his retirement for some laughs. That's my idea, anyways.
