Hal Jordan at first had no oath ... but he was inspired by 3 incidents (see GL #10).involving a blinding flare, a black fog and a theft committed in secrecy. This was at the very start of his career (Showcase #22) as in that issue, he was already reciting this oath.
Other GL's have since copied his oath into their own languages.
