no I'm pretty sure this is before the incident at the camp. there was a picture of him in a bed with that rugrats comic and ultimately after the incident his hair was really shortened. if he really was suffering from sugar withdrawel then it wouldn't have all grown out that fast. besides I'm sure the effects are pretty much permenant. it's not normal candy after all.
