This would be one of the earliest pokemon you could catch with my set. Normal type Rabbair would be able to learn Whirlwind around level 20, and knowing that move evolves it into Normal/Flying Bunnigust. Giving Bunnigust a Moon Stone will evolve it into pure Flying type Lagowind. This is meant primarily as a bulky pokemon, but still primarily offensive. It's Special, Special Defense, and HP would all be fairly high, with only slightly below-average Speed, but crap for Attack and Defense. Its movepool consists almost exclusively of special-based Flying moves once it evolves, with a spattering of Normal attacks mixed in as well as some control moves like Rapid Spin, but it won't have much in terms of type coverage. Still, it's one of the few pokemon out there with pure Flying type, and one of only two that has that typing naturally.
