officially its just a robot built by robotnik that looks on the outside as kind of sad and pathetic and unexpressive. In the Sonic fandom people have taken it and run off in all sorts of directions making it some furry equivalent of Jason ..some monster you can run as far and fast away from and he`ll somehow always be magically one step behind you when you turn around.
