(Not trying to debate or argue just putting my two cents in) I think the biggest problem with that is who would make this test and who would consider someone "worthy". It leaves a lot of room for abuse and manipulation that would be very hard to control and regulate.
If the test is just generic then it would be too easy for anyone to just look it up online and pass it weather they truly fit the requirements or not, but if the test it to personal then what's stopping the people judging from failing someone based on political views, race, or religion.
There are WAY more good parents out there then bad parents (from my view), it's easier and less intrusive to just pay attention for the warning signs of abuse or mistreatment and intervene before too much harm can be done. Sadly too many teachers, family members, and other adults have a habit of ignoring those signs until it's too late because they don't want to cause a problem.

The idea of being able to test is what I like, though I know that it's not anywhere near being a possible thing. Watching for signs and taking action is definitely an easier route, should one choose to do so.
A problem with that though, other than people ignoring it, is that in some cases, it's hard to recognize signs of abuse. There's also people who don't believe it's abuse unless it's physical, so it can be one hell of a complicated matter, (even more so than it already is) depending on those involved.

Something like this, but hilarious, was in the first feature LiveAction(rebooted) film on the Chipmunks. Dave Seville was quite displeased when he found , at his presentation, his flipcharts crazily defaced with insulting scribbles and art by the Chipmunks. Maybe he came across as a jerk, or maybe the names Alvin, Simon and Theodore were the same as those of the men viewing the presentation, but ...whatever, Dave lost his job ! He was very angry at the 3 boys and it didn't help matters when they tried to create a romantic atmosphere for Dave and his fiancé. (lights turned low, fireplace lit...). The lady thought he was trying to seduce her ! The Chipmunks were then practically told to just get out.
