It's just that Kelly * always drew her with a skirt. Sternecky & Doyle tweaked the concept a bit by having her wear a full-length dress in a story about her being pushed into a possible position as First Lady ,should Pogo become President.
* When Kelly died, his widow continued the strip for a while,to cover funeral expenses. Sternecky & Doyle revived the strip, but later an untalented Kelly took over, and then it shut down. No appearances since, except in fan-wiork.
