This isn't really a couples pic ^^; Personally I prefer these two as friends.. although I can see them becoming a couple under only certain circumstances XD
I know what you mean about them not being the most obvious couple. I always figured they would get together if they just started off by having sex on the side, kind of "Spies with benefits." Only after a while of that maybe Shadow would become more attached to Rouge and start to think of her in a romantic way. He would also really need to get over issues with Maria before even considering romance with anyone.
