I guess it's based on what I've seen at the local skate parks. Knee guards are way more common than helmets, because you rarely ever tumble onto your head, but often crash your knee against sharp/hard edges.

I've not been to a skate park, but it does make sense. Higher risk of the board slidding out from under you and landing on your bum; not so much your head. But she is a little dare devil! :P
