Kami inherited the kingdom agfter a war, rather than being born into it or marrying into it. The war was pretty devastating to her kingdom, much of which needed to be rebuilt later by the few remaining citizens. She's younger in this picture, in her teens maybe. Not very different from how she is now but still young.
