He seems, at least to me, like a winged kobold for his slender anthro body but you tagging him as a dragon, well, he could be a dragon from MLP (very similar in shape and scale traits to Ember, also for the staff quite in a way to the Scepter staff).
It's traditional art or is digital painted using a texture with only the lines being traditional?
