not sure what makes you say that; Pixiv is pretty international. Just about the only reference to Japan that I could find in their rules was that Japanese laws and jurisdiction applied. They even have an English language option that doesn't look like they ran it through Google Translate. You just have to remember to censor, or tag Uncensored (they seem pretty relaxed about enforcing the rule.)
