In this picture, there is two Neylas. The one on the left is Verona's Neyla and the other on the right is Sucker Punch's Neyla. I believe that they are twins who were separated at birth.

Prior to the events of Sly 2, Verona(the real name of Neyla on the left) found here long lost twin sister, who was surprised. Neyla can't believe that she is standing next to her twin sister. Neyla told Verona that if she died, Verona could legally change her name to Neyla and wear some of her clothing.

If this is true, that means that Verona is the good twin and Neyla is the evil twin, however there is some good within Neyla.
