Ladies and Gentlemen, introducing ArcticPool from an alternate universe where he sneaked into Dr.Freeze Lab and accidentally knock over some experimental chemicals which change his skin and gave him the ability to create ice at will into weapons or anything that comes in handy for certain incidents like this one^^; lol
