These are the rules: The rules are actually pretty simple. It is a dare game. The one who chickens out of it looses and gets punished.
You have to say: If I were you (yeah I know of the possible grammar error in the comic but we decided to keep it that way) to start the dare. The more humiliating or daring the dare is the more it is possible that the other person will chicken out of it. But use at least some common sense (as some comedians did show, you can go really to the extremes like getting your mouth sewn shut. Don't do THAT.) After all, if the other one does the dare the game last for longer and it gets more fun. (like singing on stage a song of Robin Williams in front of thousand of people)
How the punishment will look like is for the winner to decide. (and if you would know how Vixy punished Joey then you would know why Ben and George face got so pale.)
