So Tommy is a bit of a mad scientist. He was experimenting with turning memories into a video you could watch. One of those memories happened to be of his first lover, Sammy the Sandshrew. Lightning struck their mansion as he was testing his machine and caused him to transform into a Sandshrew. As he came up from the smoke he was still transforming from his fox like state.
