I would speculate that the area would be shaved, then inked. The fur growing back would be died with the pigment in the skin. BUT WHO KNOWS, just makin' shtuff up, lol ;)

Getting tats that intricate on fur would be next to impossible unless a method had been developed as you described where the fur had been shaved for the initial design and the fur follicles had been injected so when the fur grows back with the color and the pattern.
