Talon is correct - 200 proof is 100% (i.e. pure) alcohol. 300 proof would be violating some law; whether it's physics or chemistry, I'm not the one to ask!
What I'd be more concerned about is whether that is ethanol (the alcohol in booze) or... um... a chemist would recommend "a good pair of running shoes"...
