She has those wings because her hands are too small to actually let her fly, which is what she does. She's a repair (wo)man, thus she has kneepads for having to fix things lower than her. The straps that hang in front of her can be connected to buttons in the back and hold up her dress a bit more-helpful when she's fixing things that could catch them.
