Tootsie ... A rumor has it that if the wrapper has a little Indian shooting at a star, send it in and you'll get a bag of tootsie pops . The company full knows that if they did THAT, they'd be giving away more lollypops than they sell, so what the child gets is an official paper stating that the lollypop in question was personally inspected by Chief Shooting Star to ensure that lollypop production is maintaining stated standards. That may become a collector's item, so -keep any you get.
