Well I can see it as legit. Chrys never mentioned what she would do if she won or if she had any foul intent. She just wanted to rule. Could it be that where she was with her subjects it's a harsh place and she only meant to improve on her situation and this was the only thing she could think of. Just because she means to rule doesn't mean she means to be a tyrant. My favorite panel is the last one, her subjects tending the wounded of everyone, not just their own.
