In mexico we fool of the dead but also we celebrate within in a colorful way, in our culture it means that we must enjoy the life in happiness  because death is eternal.

Depends on the state i guess, here on the southwest (Yucatán peninsula ) we celebrate November 1(for the kids souls) and 2(for the adult ones). But yeah definitively not 31; My bad on that one. Curse you english wikipedia!
