Unknown to most people Tokky has a hidden power. Thats right, this hyox has the ability to telepathically control peoples underwear (like you didn't see that coming :-P lol). Using this ability Tokky can secretly manipulate peoples undergarments to do whatever he commands; not only that, but the hyox can also alter the fibres of the undergarments using a special kind of psychic energy; this makes the underwear unbreakable no matter how much force is applies to them, allowing them to stretch much further than normal, and support heavy objects. From the looks of it Tokkys found a victim to test his evil powers on.
Here we have Thomas the cheetah enjoying a nice relaxing day off from saving the world. However unknown to him he has just walked straight into Tokkys trap. The next thing Thomas feels is his red underwear shoot up his back at breakneck speed, administering a really nasty and painful wedgie. To make things worse, the hyox can stretch them as far as he wants and they still wont rip, enabling him to go atomic and inflict even more pain and humiliation on the poor cheetah.
