im not an expert in flash, but i think its a bug/glitch/unwanted feature of layer bleeding.
Should the arm need to be moving, it samples from the palette and other layer.i imagine its because its touching like..3/4 outlines of black, that its sampling it, and putting an overcoat on it.
i would personally try putting all moving parts on seperate layers and/or be careful of merging layers. using Photoshop to animate and then importing it into a flash medium, or publishing as a GIF could be a solution. but its ur call

I figured flash was sampling the wrong color pallet having no clue what the object is and all.  The only issue I have with it is that when manually animating and moving the arm, it's fine, it's only when I allow interactivity that this seems to happen.  Damn bugs xD  "Just make it work like the flash pro workshop!!!!!!!!".  Even my professor says this software is a megaton of headaches though.  But I guess it's a simplified stepping stone for animation.

hmm, yeah the sampling is for "smoothness" and it generally used to blend the foreground and background, so the look seemless, and less...stuck on. i would recommend trying to work in layers, or use Adobe Flash, even though its a harder program to operate, there are a butt ton of tutorials to help, and using the Skeleton and Auto-mate features are really good. u can register your image to a frame/skeleton. You move the skeleton to the desired position, and then hit  the animate, the programme will insert 5-15 frames (depending on speed/complexity) and will render the image with a smooth transition. adding a little motion blur will remove any minor distortions. This is particuarly useful with Sprite Animations, or 2D animations in which u require a single character to perform a basic manouver. It also allows multiple layers, masking and other neat features which are really helpful.

Everything you recommended is what I currently used for all this xD  I'm in an intro flash course and the primary program we use is Adobe Flash Pro CS6.  I used the skeleton function for the arm.  Each limb is already separated in layers.  I do really appreciate all your advice though :3  Thank you so much!
