Each robot master is assigned a "Doctor Light Number," like I believe Elecman is DNL002. So he was cracking a joke on the 420 thing. :P

Right. There is DLN/DRN (Dr. Light/Right's Robots), DWN (Dr. Wily's Robots), DCN (Dr. Cossack's Robots), etc. So when The Description asks "anyone remember his number?" It felt natural to reply with what I think his serial number would be in-universe as Light is always making the 'Helpful' robots. That, and it seems like Wily would be using stronger drugs himself :p
