To explain, as I know I must, Princess Rasimov is the ruler of Mechuinos, a mountainous nation populated by robot ponies known as Mechuines (pronounced Me-quine). Rasimov is their ruler. As for why there are robot ponies in this alternate version of the MLP universe, well, it's a long story.
Thousands of years ago, Equestria was ruled by a Princess (or Queen if you prefer) Terra, who brought about an age of scientific progress. It started out well enough, with improved medicine to extend lives and a robotic workforce to cut down on labor for the hard working ponies.
But sometimes, good things lapse into obsession, including neglect for one's children. Rasimov was made to take care of Celestia and Luna when they were foals. Obsession has developed for Terra over the years and eventually, citing that Equestria may need to expand past this world, Terra was researching into dimensional travel. This has lead to confrontations between mistress and creation, one of which even cost Rasimov an eye (hence the eye patch in the last pic).
Eventually, Terra created the dimensional device and was about to show it to Celestia, Luna and Rasimov. The device, when activated, wound up summoning a feral creature called a draconequus, and the creature caused great destruction. Destroying the room, devouring Terra, and through the eating of Princess Terra, its sapence began.
Rasimov was convinced that since she could not find the fillies Celestia and Luna, they had died. She lead an exodus for the mequines and anypony willing to join, seeking out a new land far from the beast that became Discord. For thousands of years, this new land, Mechuinos, stayed far away from Equestria, sequestering itself from Discord's eyes. History, as they do not know it, had it that Celestia and Luna had in fact survived and had to hide away until they could face and defeat Discord. The mechuines, at the time of the story proper, remain ignorant of Discord's defeat and Celestia's rule.
