I'm not too concerned about nukes, uranium-235 and plutonium aren't exactly common. But I personally could cook up some multiple antibiotic-resistant Black Death in my kitchen with present day technology, I might even be able to produce a super-flu virus (though I have no experience with viruses). But at most any epidemic I create might last a couple weeks before someone found an antibiotic without a resistance plasmid in the biotech catalogs or inject a sample of my virus into a bunch of chicken eggs and harvest the result as a vaccine.
