Megara the Enchantress is a complete sociopath. She views all other people as either tools to be used, trophies to be kept, toys to be played with, or trash to be discarded. This is an extremely bad thing, seeing that Megara is also gifted with powerful mind control, charm, and transformation magic, and has no conscience to keep her from using them on helpless victims.
Here, we see her transforming Sonic and Sally into her mindless, horny werebeast minions. They'll be helpless to do anything but obey her will until the spell is broken!
