Here's the first angles of Aqua's first blimpy form - Regular Form.

Once she first uses the Blimp Pearl she's found the sinking cruiser ship, the pearl glows and started to transmit its energy within Aqua, and it makes her inflating like a balloon, and becomes rounder and larger into a big ballooned mermaid.

That energy is too powerful enough it makes her weightless and makes her floats over the ocean and flying into the sky.

But she can still swimming underwater while being inflated. Aqua is somehow controlling the power within the Blimp Pearl to make her swimming and flying.
