Penelope can be pretty difficult to read,not much breaks that stoic,authoritative stare,however we can figure that she loves being the biggest and most fabulous around,she has an ongoing friendly rivalry with Pandora due to them both being massive deadpan gem-encrusted bug queens,though "frienimies" i think is more fun.
I havent really developed her personality all that much other than being huge and haughty and the like,so we will work with that for now
