It is my guess that he and the tree are brother and sister, this is caused by some argument they had. He believes that in order to set things right, everything must be destroyed to sweep it away and start over.

I don't think he's on the same level as Luna. I believe he's a tier below that.
The actual counterpart to Luna, Chaos itself, hasn't made a physical appearance and may not even have an avatar. Rah'jan is simply Chaos' top enforcer, and if his out-of-comic relationship with Alexander is anything to go by he's almost certainly one of Luna's divine kids who switched sides.

From the wording I'd say it's more that he believes in a cyclical world, which arises, grows, expands...and eventually dies making way for the next cycle.
And he believes that it's time for the current cycle to end. Luna clearly disagrees.
The thing is, given what we've seen of Luna it's quite likely that Rah'jan is correct. Luna does seem like the kind of goddess who'd do anything to prolong the existence of her cycle. The rising tide of Chaos could be a sign that the world has existed far beyond the point where it should have died.

not exactly...if im reading the question right, i believe this is in reference to Tengen Toppa Gurren Lagann. the Anti-Spirals were the primary antagonists of the second season, they basically sought to prevent the end of the universe by completely halting the evolution of words and prevent what they call the 'Spiral Nemesis'

The world was supposed to end (and be replaced by a new one) a while ago.
Luna is holding back that end somehow (because she loves her creations that much).
The world being prolonged beyond its natural lifespan is what causes the rise of Chaos. Kinda like if cells stop dying off when they should, it's called cancer.
Luna is desperately looking for a way to fix this and still keep her world alive.
Rah'jan has looked at the situation and come to the conclusion that the only way to "fix" anything is to finally let nature take its course and end this current world so that something fresh and untainted can rise in its place. And if that means an opportunity to make his spite and mommy issues everyone's problem, even better!
(No, this isn't ripping off Dark Souls. That concept is way older than FromSoft :P)
