Created along with Codename: Tide by the fanatical Dr. Starline to be the Regime's answer to the Resistance's top operatives. It didn't stick though. They escaped and formed their own Mad-Max society of people who want nothing to do with both the Regime and the Resistance, defectors who have lost any sense of belonging to either side.
