as I see it, they're setting up the traditional dichotomy in the show, that was once Shane v Rick (in a way) then Rick v Rick (internally) and now Rick v. Carl, of group vs their humanity......
should we protect the group first and not trust anyone (ie - everyone's a zombie) vs showing humanity toward living outsiders. The first POV actually does make sense since trusting others can often get members of the group killed (this happens much more often in the comic, 2 girls get their heads cut off, someone from the town they let come with them was only scouting their location, etc) or Humanity where you take in others including elderly and children who can't even help with defense or food (your two main proirities)
For those saying, he's a governor Jr, while both are off in the same direction from the Humane position , the governor went a lot further in that he was only in for it himself, not the group. Carl killed a teen who had just attacked the group....what logical thing do you do with him, even if he surrenders....jail him? drain on resources/let him go? you risk him coming back to attack you again. (on top of that he was holding a shotgun or automatic rifle still after being told to drop it, one turn and he could have sprayed them with bullets/pellets)........Now the governor is only in it for himself, he's a megalomaniac. This is why he killed the soliders, as they would pose a challenge to his authority if let in. This is why he killed his own army when they ran -- like Hitler when his country "failed" him he wanted it to burn because of it and sent children and elderly out to attach the Russians to get slaughtered and antagonize them further (they sacked and raped Berlin). Carl would never kill members of the group.
