A pair of “minor legendary” Pokemon, as in ones more known for rarity than sheer power or mythological significance. I have yet to lay eyes upon (not for not trying), so a lot of this research is secondhand The long ribbony tail is part of this Pokemon's beauty. Both are insanely cold though, whether by actual ice powers or subliminal intimidation, but going off many pictures of it I think this rating is appropriate.
